PROLOG
ANP merupakan pendekatan baru dalam proses pengambilan keputusan yang memberikan kerangka kerja umum dalam memperlakukan keputusan-keputusan tanpa membuat asumsi-asumsi tentang independensi elemen-elemen pada level yang lebih tinggi dari elemenelemen pada level yang lebih rendah dan tentang independensi elemen-elemen dalam suatu level. Malahan ANP menggunakan jaringan tanpa harus menetapkan level seperti pada hierarki yang digunakan dalam Analytic Hierarchy Process (AHP), yang merupakan titik awal ANP. Konsep utama dalam ANP adalah influence ‘pengaruh’, sementara konsep utama dalam AHP adalah preferrence ‘preferensi’. AHP dengan asumsi-asumsi dependensinya tentang cluster dan elemen merupakan kasus khusus dari ANP.

Beberapa manfaat metode ANP untuk sang penentu keputusan (baca: para manajer dan pucuk-pucuk pimpinan lembaga, industri dan organisasi lain) adalah: menyusun ide menjadi sebuah keputusan berkualitas, merumuskan masalah-masalah manajemen yang muncul kemudian disusun menjadi prioritas-prioritas terhierarkis, dan memastikan solusi yang paling tepat diambil dalam jangka pendek dan panjang sehingga problem relatif cepat terpecahkan.

ISAHP: Forum Internasional Praktisi AHP/ANP


The Analytic Hierarchy Process (AHP) is a structured method for helping people deal with complex decisions. It provides a comprehensive and rational framework for structuring a problem, for representing and quantifying its elements, for relating those elements to overall goals, and for evaluating alternative solutions. Rather than prescribing a "correct" decision, the AHP helps people to determine one. Based on mathematics and human psychology, it was developed by Thomas L. Saaty in the 1970s and has been extensively studied and refined since then. It is used throughout the world in a wide variety of decision situations, in fields such as government, business, industry, healthcare, and education. Its most general framework applies to decision making with dependence and feedback and with benefits, opportunities, costs and risks synthesized using strategic criteria with sensitivity applied in determining the stability of the outcome. 

The AHP/ANP use main core mathematics to derive priorities by making comparisons using the idea of dominance both for criteria, subcriteria and alternatives. It is validated in practice when actual measurements exist or when answers can be derived probabilistically. Thousands of applications around the world have been made using the AHP, not only by researchers but by practitioners, particularly those who allocate resources to projects, to vendors, and to military operations. Dozens of books have been written on the subject along with more than five thousand published articles in a diversity of languages.

BUKU: The Encyclicon, A Dictionary of Complex Decision Using The ANP

The Encyclicon is a dictionary of examples of the Analytic Network Process (ANP) for decision making with dependence and feedback. This is the second volume of The Encyclicon, an encyclopedia of ANP examples. This volume illustrates over 80 real-world examples of decisions made using the ANP. 

The ANP incorporates networks with feedback for different benefits, opportunities, costs and risks. The networks are then evaluated in terms of strategic criteria and combined for the overall outcome. This book hopes to convey that the ANP can be used in practically any type of decision in a vast number of fields. In addition it contains an introduction to the ANP and an appendix about the theory. 

The Encyclicon, of which this is Volume 2, is designed to be a companion of examples for these books by Thomas L. Saaty on the theory of the AHP/ANP: Theory and Applications of the Analytic Network Process: Decision Making with Benefits, Opportunities, Costs, and Risks, 2005; and Principia Mathematica Decernendi: Mathematical Principles of Decision Making: Generalization of the Analytic Network Process to Neural Firing and Synthesis 2010.

SuperDecisions.com: Software ANP


The Super Decisions software is used for decision-making with dependence and feedback. It implements the Analytic Hierarchy Process, AHP, and the Analytic Network Process, ANP. Both use the same fundamental prioritization process based on deriving priorities by making judgments on pairs of elements, or obtaining priorities by normalizing direct measurements. In the AHP the decision elements are arranged in a hierarchic decision structure from the goal to the criteria to the alternatives of choice, while in the ANP the decision elements are grouped in clusters, one of which contains the alternatives, which the others contain the criteria, or stakeholders or other decision elements. 

In the ANP there is not a specific goal element, rather the priorities are determined in a relative framework of influences and the prioritization of the alternatives is implicitly understood to be with respect to whatever the network is about: the decision concern. The clusters are arranged into a network with links among the elements, or sometimes into multiple tiers of elements such as when a problem is decomposed into Benefits, Opportunities, Costs and Risks. Most decision-making methods including the AHP assume independence: between the criteria and the alternatives, or among the criteria or among the alternatives. The ANP is not limited by such assumptions. It allows for all possible and potential dependencies.

IN-HOUSE TRAINING DAN KONSULTASI ANP UNTUK KORPORASI



PENDAHULUAN--ANP (Analytic Network Process) merupakan salah satu metode pengambilan keputusan yang sangat powerfull untuk diterapkan baik dalam ilmu manajamen, ekonomi, pendidikan, teknologi informasi, dan bidang-bidang ilmu lainnya. Metodologi yang dikembangkan oleh Saaty ini memilih pendekatan kualitatif dan kuantitatif serta menggunakan perhitungan supermatriks sehingga hasil penelitian akan lebih akurat daripada metodologi sejenis lainnya.

Analytical Network Process merupakan model pengambilan keputusan penemuan Thomas L. Saaty, Profesor dari Wharton School Universitas Pennsylvania. Kegunaan model ini telah dikenal demikian luas bahkan telah digunakan oleh pemerintah AS untuk membantu memprediksi gejala resesi global, rencana eksplorasi minyak di Alaska dan strategi AS dalam keanggotaan AFTA.

Di tingkat mikro ekonomi, ANP telah digunakan oleh banyak perusahaan besar untuk mengambil keputusan penting, seperti: McDonald untuk memutuskan strategi budget, keputusan perusahaan otomotif Ford yang kontroversial untuk membatalkan pembelian ban Firestone dan Evaluasi Kinerja Karyawan. Saat ini, telah terbentuk organisasi bernama International Symposium on the Analytic Hierarchy Process (ISAHP) yang setiap dua tahun sekali berkumpul untuk mendiskusikan dan mengembangkan model ANP ini.

ANP adalah salah satu metodologi yang paling umum dan mudah diaplikasikan untuk studi kualitatif yang beragam, seperti pengambilan keputusan, forecasting, alokasi sumber daya, dan lain sebagainya. Penggunaan metode ini telah terbukti manfaatnya baik bagi banyak perusahaan termasuk Bank Indonesia (BI), Pertamina, Kementerian dan korporasi lain.

Langkah dan Analisis Fuzzy ANP

Setelah semua  data-data yang  dibutuhkan terkumpul maka  langkah selanjutnya   adalah mengolah   data-data   tersebut     sehingga   hasil  dari pengolahan data  tersebut akan  dapat  menyelesaikan masalah yang  dihadapi dalam sebuah penelitian.

Langkah-langkah dari FANP ini adalah sebagai  berikut  :
a.   Setelah dilakukan interview dengan  pihak  perusahaan (expert) maka  langkah selanjutnya adalah   menyusun cluster  dan  kriteria-kriteria yang  ada dalam  cluster yang juga disesuaikan dengan  tabel  Dickson Vendor Selection. Langkah berikutnya adalah  menyusun hubungan antar cluster, hubungan criteria dalam  satu cluster maupun  dengan  criteria pada cluster lain.

b.   Pada tahap ini dilakukan  penentuan tingkat kepentingan  dari elemen­ elemen tiap level criteria dan subcriteria. Penilaian perbandingan  ini diisi  oleh  pakar purchasing, quality assurance, logistic dan  PPIC dalam bentuk kuesioner. Langkah berikutnya adalah menghitung nilai perbandingan   berpasangan  yang  akan  digunakan  untuk  menghitung nilai eigenvector.

c.   Selanjutnya  mengolah  hasil  kuisioner  dengan  menggunakan konsep fuzzy untuk  dapat  mengatasi  ketidakpastian  di dalam kriteria-kriteria kualitatif. Variabel linguistik digunakan  untuk mendapatkan  penilaian subyektif dari pembuat keputusan, maka fungsi keanggotaan triangular dapat  digunakan  untuk mengelompokkan  kekaburan  yang terjadi pada variabel linguistik. Setelah  linguistic assesment dikonversikan ke dalam triangular fuzzy number, selanjutnya triangular fuzzy number  ini didefuzziflkasi  untuk  mendapatkan  satu nilai   tunggal   yang   nantinya   akan   digunakan   untuk   membangun matriks perbandingan  berpasangan dalam ANP.

BOOK: Data Processing for the AHP/ANP

The positive reciprocal pairwise comparison matrix (PCM) is one of the key components which is used to quantify the qualitative and/or intangible attributes into measurable quantities. This book examines six understudied issues of PCM, i.e.  consistency test, inconsistent data identification and adjustment, data collection, missing or uncertain data estimation, and sensitivity analysis of rank reversal.

The maximum eigenvalue threshold method is proposed as the new consistency index for the AHP/ANP. An induced bias matrix model (IBMM) is proposed to identify and adjust the inconsistent data, and estimate the missing or uncertain data.

Two applications of IBMM including risk assessment and decision analysis, task scheduling and resource allocation in cloud computing environment, are introduced to illustrate the proposed IBMM.

ABSTRACT
Agribusiness sector has an important role in economic development in Indonesia. However, Small and Medium Enterprises (SME) in this sector still has a lot of problem. One of them is that, SME in this sector are still having difficulties to access business financing provided by Islamic financial institutions and banking. This paper attempts to analyze the benefit, opportunity, cost and risk of Islamic financial institutions in promoting SME agribusiness utilizing ANP method and Benefit Opportunity Cost Risk (BOCR) approach, including the proposed alternative strategies. Results of this study show that the highest priority of cost and risk is advertising cost, and external side show that almost farmers in Indonesia have weaknesses in capital structure and difficulties to access capital resources. The highest priority of benefit and opportunity is that Islamic Financial Institutions has a just profit-loss sharing system i.e., taking into account the possibility of profit and loss, also from external side show that market share of agribusiness will grow bigger. Strategic priorities which will make Islamic Financial Institutions as a strategic alternative to promote SME in the agribusiness sector are by providing alternative financing schemes based on sub-activities, form Agricultural Bank, organize incentive schemes, and establish Linkage Program between BUS-BPRS-LKA-Government

An Analysis of Corporate Sukuk Development: In Indonesia and The United Kingdom: Analytic Network Process Approach

Islamic financial concept-based today has developed quite rapidly. One of the role player is the investments instrument such as sukuk or also known as islamic bonds. Sukuk, particularly corporate sukuk, deemed as a source of interest-free fund that could be utilized by any corporation to enhance their existing economic business scale. In fact, the development of Islamic financial instrument gradually happens not only in the Muslim country but also to a country that does not implement Islamic law entirely. 

As a growing sukuk market, Indonesia and The UK are among countries that have been utilized the benefit of corporate sukuk. Basically this book is trying to portray how the development of corporate sukuk in both these countries. The research shows that academics/experts and practitioners respondents in both countries have relatively similar views on major issues of corporate sukuk development. 

Beside some minor challenges, both two countries have a major similarity particularly lies in the lack of understanding of the corporate sukuk issuers as well as supporting factors. Therefore there should be a concrete and sustainable effort for the stakeholders to tackle this nice issue.

Konsep Fuzzy ANP (FANP)



Meskipun ANP telah memecahkan masalah dalam AHP, banyak keputusan-keputusan yang tidak dapat mengatasi masalah yang terlalu kompleks untuk dipahami secara kuantitatif. Namun, atribut keputusan Fuzzy multi-keputusan (FMADM) telah dikembangkan karena ketidaktepatan dalam penilaian kepentingan relatif dari atribut dan peringkat kinerja alternatif sehubungan dengan atribut. Ketidaktepatan mungkin timbul dari berbagai alasan seperti : informasi yang tidak dapat diukur ataupun infromasi tidak lengkap. Metode konvensional MADM tidak dapat secara efektif menangani masalah dengan informasi yang tidak tepat tersebut. Untuk mengatasi kesulitan ini, teori himpunan fuzzy, pertama kali diperkenalkan oleh zadeh, telah digunakan dan diadopsi. Teori himpunan fuzzy mencoba untuk memilih dan memprioritaskan, dan melakukan tindakan dengan mengevaluasi sekelompok kriteria yang telah ditentukan. Memecahkan masalah ini dibutuhkan suatu prosedur evaluasi untuk menilai dan memberikan peringkat. Oleh karena itu, penelitian ini menggabungkan keunggulan menggunakan fuzzy ANP (Ru Wu et al, 2007).

BUKU: Group Decision Making, Drawing out and Reconciling Differences

Membuat Model Kompleks ANP

  • Complex models have three levels of networks:
    • The main or top-level network is where the BOCR nodes, the merits of the decision, reside. The strategic criteria also appear in the top-level model. Their purpose is to establish the priorities for the benefits, opportunities, costs and risks in this decision using ratings.
    • The control hierarchy networks. There are 4 such hierarchies, one for each of the BOCR nodes. Thus there are four separate networks that we refer to as control hierarchy networks. The structure in this network is usually a hierarchy with two clusters: a goal cluster containing the goal and a criterion cluster containing the criteria. They must be pairwise compared.
    • The bottom level decision subnets. There are at least four and often more – up to 8 or 12 different networks. The decision subnets must each contain a cluster of alternatives and the names of the alternatives must be exactly the same in each one. You must also create other clusters that include the factors you think apply and connect the nodes for which you want to make judgments. Do NOT connect nodes and leave them uncompared. The effect is to give them equal priorities which may not be what you intended at all and that would tend to dilute informed priorities you may have obtained through other pairwise comparisons.

This book is a compendium of applications of the Analytic Network Process ranging from simple network examples such as estimating market share of companies using intangibles and common knowledge to complex benefits, opportunities, costs and risks examples (BOCR).

BUKU: Mathematical Principles of Decision Making

In this book Thomas Saaty summarizes his Analytic Hierarchy Process (AHP) theory for measuring intangible factors through paired comparisons using judgments from which priorities are derived that give the relative dominance of these factors. 

The important concepts of the AHP and its generalization to structures with dependence and feedback, the Analytic Network Process (ANP), are presented in an elegant compact way and new extensions of the theory to complex decisions involving benefits, opportunities, costs and risks are presented. 

Applications to resource allocation and conflict resolution are included. The generalization to continuous comparisons is covered. The Encyclicon, three volumes are now available, is an encyclopedia of applications that is a useful accompaniment to the Principles of Mathematical Decision Making, containing of examples of practical decisions.

Analisis Masalah Pembiayaan Salam pada Perbankan Syariah di Indonesia

PENDAHULUAN

1.1  Latar Belakang
Keberadaan perbankan syariah merupakan sebuah alternatif bagi praktik perbankan konvensional. Pesatnya pertumbuhan perbankan syariah sudah seharusnya diiringi dengan perkembangan jenis produk dan variasi akad yang sesuai dengan prinsip syariah. Perkembangan produk ini diharapkan mampu memenuhi kebutuhan transaksi nasabah. Salah satu masalah penting yang dihadapi perbankan syariah adalah masalah variasi produk pembiayaan yang masih didominasi oleh murabahah, musyarakah, dan mudharabah. Padahal masih ada beragam akad lainnya yang bisa diimplementasikan.
Seiring dengan berjalannya waktu, perbankan syariah pun semakin berkembang. Data awal tahun 2009 menunjukkan bahwa bank syariah telah memiliki lima BUS (Bank Umum Syariah), yaitu BMI, BSM, BSMI, BRI Syariah (sejak November 2008 BRI Syariah di spin-off menjadi BUS), dan Bank Bukopin Syariah, serta 24 UUS dan 134 BPRS. Terlihat pula dalam data statistik perbankan syariah pada bulan Februari tahun 2009 tercatat total asset bank syariah sebesar Rp 52 triliun yang meliputi pangsa pasar bank syariah 2,10%. Perjalanan bank syariah semakin mendapat dukungan sejak disahkannya undang-undang perbankan syariah No.21 tahun 2008 tentang perbankan syariah pada 17 Juni 2008 lalu. Dari sini pula dapat terlihat bagaimana prospek perbankan syariah di Indonesia sangat bagus sehingga harus diiringi pula dengan kemajuan perkembangan produk perbankan agar mampu bersaing dengan industri perbankan konvensional serta mampu memenuhi kebutuhan transaksi nasabah dewasa ini.
Islam sebagai agama universal dan komprehensif pun memahami betul bagaimana kebutuhan manusia. Sejarah menceritakan banyak cara yang dilakukan oleh nabi Muhammad SAW beserta para sahabat hingga tabi’in dalam berniaga. Islam juga memberikan instrumen-instrumen bersifat teknis praktis berupa akad. Diantaranya akad-akad itu adalah jual beli dalam bentuk ”salam”.

BOOK: Decision Making with Dependence and Feedback, The Analytic Network Process

This book is a clear example of the importance of rethink the teory and practice of decision making at governmental and enterprise level. It explains in technical and practical form the underlying theory for the systemic analysis of tangible and intangible factors.

In spite of the mathematical rigor that the author unfolds, the form as it quantifies the important inherent tangible elements to the complex situations, the neural basis of judgment in the decision making process and even his bond with the physics, makes of this book a remarkable advance for the decision theory . The decision situations usually involve benefits, costs, opportunities and risks. The ANP is a form to correctly approximate the uncertainty in the decision making process. 

This book presents the method of Analytic Network Process for decision making. This book is the reference book of the ANP but it is a pity that it is written without thinking about the reader. The book has some math in it but what makes it difficult to read is trying to find the topic structuring through the text the author chose to explain those concepts. You have to read and re-read it before grasping the method.
 
 As someone said this book is useful for validating your own implementation of the method since it has lots and lots of tables in it without helping much to the topic understanding. I better recommend to follow the book by reading this tutorial(...) . It will best settle ideas.

Tentang Super Decisions

The Super Decisions software is used for decision-making with dependence and feedback. It implements the Analytic Hierarchy Process, AHP, and the Analytic Network Process, ANP. Both use the same fundamental prioritization process based on deriving priorities by making judgments on pairs of elements, or obtaining priorities by normalizing direct measurements. In the AHP the decision elements are arranged in a hierarchic decision structure from the goal to the criteria to the alternatives of choice, while in the ANP the decision elements are grouped in clusters, one of which contains the alternatives, which the others contain the criteria, or stakeholders or other decision elements. 

In the ANP there is not a specific goal element, rather the priorities are determined in a relative framework of influences and the prioritization of the alternatives is implicitly understood to be with respect to whatever the network is about: the decision concern. The clusters are arranged into a network with links among the elements, or sometimes into multiple tiers of elements such as when a problem is decomposed into Benefits, Opportunities, Costs and Risks. Most decision-making methods including the AHP assume independence: between the criteria and the alternatives, or among the criteria or among the alternatives. The ANP is not limited by such assumptions. It allows for all possible and potential dependencies.

Glosarium ANP

  • NETWORK – A network is a structure of clusters and nodes and connections between the nodes that appears in a single window.   A network usually has feedback (lines going both ways between clusters) and may have inner dependence (a loop on a cluster indicating nodes in that cluster are connected to each other).  A hierarchy is a simple kind of network that has a goal node in a goal cluster that connects to criteria in a criteria cluster and so on, downwards, but no feedback.
  • MODEL – A decision model is a logical structure for making a decision.  Your decision model will have two files with a .mod extension.  The first is the main model that has the Benefits, Opportunities, Costs and Risks nodes, called the merits, in the top level network and a waterfall of subnetworks beneath.  The networks at the very bottom contain the decision alternatives.  This is the part of the model directly concerned the decision.  The second is the strategic criteria ratings model that is used to establish priorities for the B, O, C, and R in this particular decision.
  • NODES AND CLUSTERS – A cluster is a window inside a network that contains nodes.  A cluster is a logical grouping of factors or elements in the decision being considered.  The factors or elements are the nodes.  Clusters are a device to help you in structuring the decision problem.  All connections are made between nodes.  Clusters end up linked by default when a node in one cluster is linked to some nodes in another cluster.

IN SEARCH OF SUSTAINABLE CONVENTIONAL AND ISLAMIC MICROFINANCE MODEL FOR MICRO ENTERPRISES

ABSTRACT
The role of Micro Enterprises (MEs) in Indonesia, especially after monetary crisis, considered as a safety valve in the process of national economic recovery both in enhancing economic growth and reducing unemployment rate. MEs have always been in difficulties to access loan or financing from the banking industry (conventional as well as Islamic financial institutions) for a number of reasons. This study is aimed to determine and evaluate several existing models of conventional and Islamic microfinance for MEs to find the best existing microfinance model.
The results show that the best conventional Grameen model is Koperasi Mitra Dhuafa, the best Islamic Grameen model is KUBE Sejahtera No.21, the best conventional rural bank model is BKK Purwodadi, the best Islamic rural bank model is Amanah Ummah, the best conventional micro banking unit model is BRI Unit, while the best Islamic micro banking unit model is BSM Warung Mikro. The overall best MFIs are Koperasi Mitra Dhuafa (cGrameen), BRI Unit (cMBU) and UGT (BMT). Moreover, the best financing program is held by KUBE (iGrameen), the best social-development program is held by KUBE (iGrameen), the best MFI performance is held by Amanah Ummah (Islamic Rural Bank), while the best outreach is held by BRI Unit (cMBU).
The most important sustainability criteria are: 1) Aid Independent (MFI Performance); 2) Coverage (Outreach);  3) Savings Program (Soc-Dev. Program); 4) Profitability (MFI Performance); 5) Risk Mitigation (Financing Program); 6) Social Services (Soc-Dev. Program); 7) Pick-Up Service (Financing Program); and 8) Avg. Financing (Outreach). Moreover, Cooperative-BMT model is the most balanced sustainable model, which is operated as a more social business institution.

BOOK: Multiple Criteria Decision Analysis

The Analytic Hierarchy Process (AHP) and its generalization to dependence and feedback, the Analytic Network Process (ANP), are theories of relative measurement of intangible criteria. With this approach to relative measurement, a scale of priorities is derived from pairwise comparison measurements only after the elements to be measured are known. 

The ability to do pairwise comparisons is our biological heritage and we need it to cope with a world where everything is relative and constantly changing. In traditional measurement one has a scale that one applies to measure any element that comes along that has the property the scale is for, and elements are measured one by one, not by comparing them with each other. 

In the AHP paired comparisons are made with judgments using numerical values taken from the AHP absolute fundamental scale of 1-9. A scale of relative values is derived from all these paired comparisons and it also belongs to an absolute scale that is invariant under the identity transformation like the system of real numbers. 

The AHP/ANP is useful for making multicriteria decisions involving benefits, opportunities, costs and risks. The ideas are developed in stages and illustrated with examples of real life decisions. The subject is transparent and despite some mathematics, it is easy to understand why it is done the way it is along the lines discussed here.

Rating The BOCR Nodes Against Strategic Criteria

  • Strategic criteria are objectives or criteria that the decision making entity needs to always make sure are always served, no matter what decision is being considered. It is somewhat nebulous to directly compare the BOCR against each other with respect to the goal. In some of the models and papers people have done that, but it is probably better to use the rating approach. In fact, in some of the sample models the BOCR were rated in a separate model to establish their priorities, then forced into the BOCR multilevel system by connecting the goal to the BOCR and inputting the derived priorities as data (the Misc Data command in the comparisons mode). In some early versions of the software there was no capability to do the ratings in the same model.
  •  Pairwise comparing the BOCR directly against the Goal has the same weakness that pairwise comparing criteria against the Goal has in a standard AHP model. That is how ANP evolved. You need to look at alternatives to understand what the criteria mean to you.
  •  The Ratings allow you to link the global invariant strategic criteria to the alternatives of this particular decision and you use that to evaluate the importance of the BOCR for that decision. You should be holding in mind the best alternative under Benefits (which you find out by synthesizing the results in the control criteria subnet for benefits after you have made all the judgments) as you rate how it affects in a beneficial way each strategic criterion across the row.
